Utility Yard Remediation and Decommissioning

The Challenge:

nstar-ma-industrialA utility yard was slated for closure and sale/reuse, which prompted the need for a site and building assessment and remedial plans and monitoring to complete the transaction. Additionally, the client replaced utility pole and guy wires at 2 distinct locations at the former Superfund Site.

The Environmental Services Provided:

For the project in Woburn, SAK prepared a detailed work plan and health and safety plan for submission to US EPA and MA DEP, following guidelines described with the Industriplex’s Inauguration Plan for landowners. SAK coordinated with the client and designed a work plan to accommodate the location-specific details of the property’s subsurface conditions, which included a geotextile membrane, asphalt system, and grading material. The work plan was executed in alignment with EPA reports regarding the removal of hazardous material and reinstatement of the covering system.

For the utility facility in East Boston known as Station #8, an environmental site assessment was conducted, which included soil and concrete core samples. SAK identified PBCs above the reporting limit and proceeded in creating a sampling plan to identify the extent of the contamination. SAK developed an MCP Release Abatement Measure (RAM) to perform remediation of the contamination. In conjunction with the RAM, SAK developed a Performance Based remediation plan for the EPA under TSCA regulations at a portion of the site due to high PCB concentrations.

SAK licensed Asbestos Inspectors conducted a hazmat building survey at the site and Asbestos containing material was identified. SAK developed an Asbestos Abatement Plan for the removal to be performed by others. SAK licensed Asbestos Project Monitors conducted on-site monitoring services to confirm the abatement was being performed properly, and to confirm there was no remaining contamination within the abatement area after it was complete, by visual inspection and air sampling.

The Result:

SAK provided on-site construction inspection in Woburn during pole replacement work to ensure proper execution.  Additionally, SAK successfully decommissioned the facility in East Boston.
