Inspections to Expand at Solid Waste Management Facilities

The Massachusetts Department of Environmental Protection (MADEP) recently released a final Solid Waste Master Plan through 2020 for the state, themed with putting Massachusetts on a “zero waste” path. The Plan includes a goal of reducing waste by 30% by 2020 and 80% by 2050.  A major component to achieving this goal is expansion of third party, independent waste ban compliance inspectors at transfer stations, landfills, and waste-to-energy facilities. Although these facilities are not responsible for the presence of banned material in the waste stream, regulators view these facilities as key monitoring points in the solid waste management industry to identify violators and push enforcement up the waste stream to generators.  This approach started in 2008 at waste-to-energy plants that have been subject to waste ban compliance inspections and enhanced waste characterization studies, both of which are required for the plant to earn Class II Renewable Energy Credits (RECs).
